The euro has assumed the role of a trusted international currency which is being used world-wide. Despite changes in payment behaviour towards cashless means of payment, euro cash remains well anchored in modern society, as proven by the ECB’s periodical surveys. Cash has unique features. For example, cash is the only way for people and non-banks to hold unlimited amounts of central bank money. The Eurosystem and Member States are safeguarding a smooth cash usage by ensuring that euro banknotes are made available via sufficient cash access points and that euro cash continues to be accepted at points of sale. The legal tender function of cash is being codified in European legislation. The digital euro is intended to complement cash, providing a European digital means of payment which is accessible and accepted in all euro area countries, both online and at points of sale.
